Terraria Hallow Biome Not Spawning

Every biome has its own characteristic terrain blocks, collectible items, backdrops, enemies, critters, theme music, background walls, angler quest fish, and other features. We killed it just to find out that the hallow didn't spawn.

I got ice and crimson from the same farm spot because of this. I made an artificial hallow biome, but no unicorns are spawning. (the same is generally true for corruption/crimson mobs only spawning on their respective biome blocks as well) thus if there is no exposed hallowed blocks in the snow biome they will not.
